Ambassador Randt Meets Hubei Party Secretary Luo Qingquan to Promote Closer Bilateral Ties and Support for Consulate General Wuhan
November 20, 2008: As part of his visit to Wuhan, China for the opening of the U.S. Consulate General Wuhan, Ambassador Randt visited Luo Qingquan, Secretary of the CPC Hubei Provincial Committee, at East Lake State Guest House on November 20, accompanied by Consul General Wuhan Wendy Lyle and Embassy Minister Counselors Linda Donahue, Don Q. Washington, Robert Luke, and William Brekke. The cordial 30-minute meeting covered the importance of the establishment of Consulate General Wuhan, Hubei's unique political, social, economic and geographic position as the gateway to Central China, and ways for the province to collaborate with the United States in sustainable development, energy conservation, public health, biotech, industrial manufacturing, and building educational partnerships in job creation and the rule of law.

As an example of the growing and substantial interaction between the United States and Central China, the Ambassador noted that the U.S. Consulate General Wuhan, established under the provisions of the 1981 U.S.-China Agreement on Consular Facilities, is the first new U.S. diplomatic post in China in more than 20 years. The Ambassador noted that the opening of the U.S. Consulate General Wuhan is a milestone on the shared journey of bilateral relations as the two nations prepare for the celebration of the Thirtieth Anniversary of the establishment of diplomatic ties in January 2009. The Ambassador said the new post is a demonstration of the U.S. recognition of the growing importance of Wuhan, Hubei as the gateway to Central China as China pushes forward its “Central China Rises” initiative. The Ambassador thanked Hubei Province for the strong support it has provided to Consul General Lyle, who arrived in Wuhan in November 2007 to set up the post. Luo mentioned that he had visited the U.S. four times since 1988. He strongly encouraged stronger ties between the U.S. and Hubei in a wide range of fields, with the U.S. Consulate General Wuhan as a conduit.
